Why do so many eligible households miss out?

The rebate system is administered by state governments, applied through electricity retailers, and updated on different schedules in different states. It requires you to know the rebate exists, to know you're eligible, to contact your retailer or the relevant government agency, and to navigate a process that varies by state and card type.

Most households on concession cards assume their retailer has applied the relevant discounts automatically. Often they haven't. Some retailers apply concessions only if you tell them you're eligible. Others require an annual renewal. Others apply the wrong rebate or miss one entirely.
